It should function if an operating system provides drivers for it and runs on the device. There could be limitations as a main display output or in the BIOS, and it may only activate after the OS is installed.

The Eric Experiment on YouTube features a clip where he tests PCI video cards on a Ryzen 9 3900X setup. This shows that for PCI video cards, you don't always require a native PCI implementation.
