Your laptop has been acting sluggish for about two weeks. I attempted a clean build and repasting, but the issue persists. After checking temperatures via HWINFO64, only "Thermal Throttling HTC" and "Thermal Throttling PROCHOT EXT" appeared. The Prochot CPU is functioning normally, and clock speeds remain steady at 400MHz despite your CPU's base speed being 2.10GHz. This looks like the cooler fan is either not working or the cooler isn't making proper contact/thermal paste wasn't spread out properly during reapplication.
