Use HWINFO64 to verify thermal throttling is occurring. The Nvidia app isn't problematic, but I trust HWINFO64's data.

Hey! I found it simpler to log using HWINFO. After launching Red Dead Redemption 2, it ran smoothly at 60 FPS for roughly five minutes before the issue occurred. I began the log before opening the game and ended it once it happened. The .csv file is attached here! logs rdr2.CSV
