Hello! I'm facing problems with my 2080 ti (Founders Edition) where it seems to throttle too quickly, causing reduced performance in certain games. Repasting the card helped a bit but not enough. My guess is there might be heat transfer issues to the cooler. During the repasting, it looked like the plate on the cooler had exposed copper, which I'm unsure if affects things. The exposed copper seems safe from damage. Did you swap out the thermal pads during the rewelding process?

I didn't because the temperatures for the VRM's and other components on the card seemed normal, but the heat from the die was unusually high. This might become my next move if I couldn't find a solution otherwise.

Examine the average clock speeds and temperatures at those reduced frequencies. Your clocks in Timespy ranged from 1500 to 1600MHz, which is significantly lower than typical turbo boost (1800-2000MHz). Even in a Heavy/nonHeavy test it's still far behind standard upgrades for any other 2080Ti chip, and the temperature remains at 87°C. I’d consider getting a cooler sooner rather than later—use one that you have for your GPU or core cooling, as the current setup is extremely inefficient. Heat transfer and low efficiency are major issues. I wouldn’t rely on it daily; it would need a replacement cooler and thermal pads to function properly.
