I acquired a Ryzen 5 1400 at a great discount, but noticed thermal paste on several CPU pins on one side. Reports vary—some claim it’s harmless if applied correctly, while others warn it might harm the motherboard when the system powers up. Which perspective is accurate?

Depends on the thermal paste that was used. Most of them shouldn't be conductive. Depending on how much there is, it could still prevent the pin(s) from making proper contact, causing the PC to not work. If the thermal paste is conductive (some are), then it could cause a short which could physically damage the machine. In any case, use some rubbing alcohol to clean it off. Make sure the CPU is completely dry before inserting it and powering on the machine.

It happened to my brother using a bit of alcohol and a toothbrush to remove debris from the pins. I used a soft-bristled brush and handled it carefully, which made cleaning fast. After that, I allowed the alcohol to evaporate or dry.
