I've discovered this method works better when the paste is very dry. Place your CPU cooler near a trash can and wipe the base with a dry paper towel. The old paste will break apart, leaving just a small amount behind that you can wipe away with alcohol. Paper towels are fine for this task. For a lint-free surface—like cleaning an LGA CPU with alcohol—use a coffee filter.

Consider cotton for better static control. Coffee filters work too, as they're paper-based and avoid lint.

Concerning static charge by removing thermal paste is unlikely. The real risk is being struck by lightning while submerged 600 meters underwater.
