I turned off all the drives except the boot drive and it started working. I still face an American Megatrends error about the CPU fan not working, even though it's spinning properly. It then takes me to BIOS, where I can boot into Windows but have to repeat this process each time.

I resolved the CPU fan issue by disregarding RPM speed in BIOS. The system now functions properly with a single drive. Using multiple drives still causes the BIOS to freeze, preventing access even when I press F2 or DEL.

Ignoring the error condition doesn't resolve the issue.

Another update:
I have Windows running with my two SSDs, but now my hard drive isn't functioning properly. Whenever it's connected, the system freezes in the BIOS boot screen and makes a loud noise like a spinning shaft without lubrication. It seems the drive might be dead. It was working well before I started taking apart the computer to install the new motherboard and CPU. Any suggestions on how to resolve this issue?

This appears to be a completely non-functional hard drive.

I understand. It's similar to covering the check engine light with black tape and telling yourself you've fixed the car.
