Do you have XMP activated? Set up HWiNFO64, verify your core voltage, power-on current, and onboard voltage readings under load. Share your case type and describe the cooling airflow inside it, along with your room temperature readings.

I had XMP activated but it kept my CPU running at full speed constantly. I installed the software but can't locate the Vcore, VCCSA, and VCCIO values. I'm using an Antec NX600 with four fans, three intake vents, and one exhaust. My room temperature is around 25°C.

your core voltage is 1.2v, your vcio is 0.944v, but you're having trouble locating the vccsa value.

I think the three intakes are located at the front of the case. If the only way for those fans to draw air is through a slit at the bottom, it’s likely there’s very little airflow inside. When you launch HWiNFO, select the "Sensors-only" setting. Then check for a section linked to your motherboard (like "ASUS TUF Z490 ..."). It should display something similar. Also, XMP shouldn’t increase your CPU’s speed, which seems unusual. Are you using the newest BIOS and have just installed a fresh Windows version?

Sure, I can remove the front panel of the NX600 while securing the fans, just to check if airflow is the problem.

The final suspect might be the CPU cooler. For your query, pairing an NH-D15 with the 10700K works well, and the Dark Rock Pro 4 and NH-U12A are also strong options.

Did you take off the protective plastic from the cooler? Was thermal paste used? Were you installed it following the guidelines? If yes, then all you can do is appreciate your Intel CPU that’s overheating due to the same old manufacturing method being used for five years.
