I've assembled my initial computer and am questioning its cooling effectiveness. I'm using an i9 13900k with a Noctua ND-D15 cooler. It functions adequately during gaming, though I haven't experienced any problems. However, when rendering in Blender—especially on Cycles via GPU—I see the CPU temperature spike to 99°C and drop to 4.5 GHz, severely limiting performance. Could this be due to insufficient cooling or improper paste application/over-tightening?

It looks like you're anticipating typical performance expectations. The i9 chips are designed to run without strict power limits, so your cooling system will usually be the main constraint. The only small tweak possible is switching the stock ILM to a BCF from thermalright or thermal grizzly. It seems you're not experiencing issues with peak loads during gaming, so no major problems here.

Thank you for the assistance @johnt. The problem was related to the blender, not the build. Removing and reinstalling resolved it.
