Hi! The issue with your uncle's Vista PC seems to be related to the BIOS setting for booting. Since he can't load the user profile and has no other users, checking the BIOS menu for Safe Mode options might help. For an old MEDION PC, you could try using a CD or USB drive to access the BIOS settings manually. If needed, a CD boot can sometimes restore or reset the system.

Turn off the system several times without fully powering it down; it will prompt whether you wish to start in safe mode since it didn’t shut completely.

After multiple attempts, I successfully entered SafeMode but couldn't create a new user to transfer data. Accessing the manage accounts section doesn't work either. Any suggestions?

You must activate the default admin account, even if it wasn’t set up yourself—the one Windows generates during installation. Because you can’t log in to open the command prompt, this will be challenging. If you have a system recovery disk, the command prompt is accessible there too. System restore might also provide a solution by creating a restore point.
