I can't turn it off through Windows. I have to press the button myself to shut it down. The startup is fine, nothing’s wrong. Before this happened, I did a fresh install of Windows. Once I set up my PC, I reinstalled most of my programs—Steam, Epic Games, Discord, and Obs Studio. After that, I updated Windows and it restarted about half when the power went out.

I attempted that, it was my initial choice, but your PC seems to reject safe mode because it doesn’t boot into it. I’ll give it another shot, though I doubt it will work this time.

After reinstalling Windows again, since you just completed the process, the device doesn’t face many difficult setup options and you won’t lose anything.

I managed to enter but the system prompted me to make a pin. I attempted to create it but didn’t want to proceed. I only discovered how to exit safe mode, so I removed the updates through the recovery menu and am now about to reinstall them.

I currently have my Microsoft account on the PC. I'm running dism /Online /cleanup-Image /RestoreHealth to address issues, and it will reinstall all updates.
