Hello,
I've been using my current PC setup for some time, and since installing the new GPU about three years ago, my gaming performance has significantly dropped.
Here are my specifications:
- AMD Ryzen 5 3600 (minimal overclocking)
- Nvidia 2070 Super
- 32GB DDR4 RAM (16GB Hyperx Fury, 16GB Corsair Vengaence, 3200mhz each)
- 970 PRO NVME SSD
- Seasonic 650 Watt GOLD power supply
- MSI B450 Gaming Plus Max (BIOS dated 20-10-2023)

It seems almost every game I own and played is running poorly. I frequently experience minor stutters and consistently low frame rates, even though my CPU and GPU usage stay between 20% to 40%. Even simple titles like Minecraft with reduced settings are affected.
The exception is Warthunder: with anti-aliasing disabled, my GPU usage is around 60-70%, and I achieve high FPS.
In benchmark tests, both GPU and CPU perform perfectly, even under heavy load and at top scores.

I've tried all the basic troubleshooting steps—restarting the PC, updating drivers, adjusting 3D settings, changing power plans, updating the system, resetting GPU drivers, and modifying game settings.
Sometimes I suspect antialiasing might be the culprit, as Warthunder runs smoothly without it, but other games don’t behave the same.
I’ve also noticed a slight coil whine from the GPU when using 3D graphics in games or during benchmarks.

If anyone has suggestions on how to resolve this issue, please let me know—I've been searching for answers for a long time without success.

It isn't helping and might actually make things worse. AMD CPUs don't perform well with mixed RAM. It's better to stick with one type. Mixed RAM increases the risk of BSODs. A clean install resets things but doesn't fix driver issues, which could still slow things down. I'd remove the OC before proceeding. There are more drivers involved—possibly NIC drivers or something else is causing the problem. This only affects the GPU and your ears. Our systems started similarly, with almost the same motherboard. I had the same CPU, GPU, and PSU manufacturer. Some changes have occurred since then.

Your mistake is clear. It's probably due to mixing DIMMs. Even if they share the same model and speed, they might use different silicon. As suggested, try them with just one 2 x 16 pack. Test both outside Windows using memtest to confirm they're working properly.

Even when they are identical, if they don't belong to the same group, issues may arise. Ram is only tested on sets containing other sticks from that group. Introducing non-matching items can lead to unexpected behavior. He might consider using the new set since he was already experiencing problems with the old one.

As mentioned in the details, I only added the RAM after it began occurring. That doesn’t explain my main issue. The RAM is functioning at its usual frequency of 3200 MHz. When updating the BIOS, I cleared the CMOS. To install the CPU, I use the BIOS (just the standard AMD CPU booster).

Yes, that's correct—I've done this twice already.
Although it doesn't seem like a bottleneck, the processor usage remains very low, which is unusual. My system's performance stays stable, with good temperatures from MSI afterburner and just noticeable heat from the components.
I use a TG5 case and upgraded the fans to Corsairs, so two fans are pulling in and one pushing out. I have a 140 mm cooler, though I can't recall the brand, but it's decent. The temperatures look okay.
I really value your help, but after trying many things, it can still be frustrating.

The advice is to eliminate possibilities until we pinpoint the issue (hopefully). Without completely dismissing it as a hardware problem, then we're just making educated guesses.
I'm aware repetition must be annoying.
But you've handled most of the situation so far, and there are constraints since we're not facing the machine directly.
