There is a brief pause occurring every few minutes across all games?
For some reason on all games i get this split second stutter that happens randomly, it can happen after a few minutes after stating the game or anytime after 15-20 minuets, so far this has happened on different driver versions and fresh OS installs, tested with different in-game and Nvidia 3D settings, happens with any game. Update on the situation, after launching a new game there are two stutters occurring within the first few minutes. They happen precisely at the same second and location they appear a bit easier than in the initial video. The first one appears at 0:33 right after the wind starts, and the second one at 1:42 during a scene with some animals running away and the player raising the shotgun.
