You should be taught how to learn effectively. Replacing electrical parts in PSUs isn't necessary, but swapping a fan is straightforward and generally suitable for DIY projects.

Coil whine is something I’ve experienced before. There’s nothing you can do here. It seems like a bit of hot glue might have come loose, causing that noise. Fixing it would be tricky unless you’re experienced, and even then, swapping out the power supply might be cheaper than replacing the part. It’s just bothersome and doesn’t really affect performance—just your nerves.
