I have a WRT 32X linksys router. My internet comes from Xfinity at 400Mbps. But when I check the speed through the router, it shows me 520Mbps with only 12Mbps upload. If I plug in directly to my modem and test using sites like google or speedtest.net, my speeds drop way down to about 120Mbps with just 5Mbps going up. Why is this happening?

First, I'd wipe everything clean on my router just to fix any bugs. There are so many extra tricks you could try that might slow down your internet speed.

Hold down the reset button on your router for about fifteen seconds and restart it. This will fix the problem you were having.
