Windows 7 Home Premium without a disk was lost (IKR). I have the Windows 7 USB tool and the .ISO file. However, I keep getting errors when trying to use the tool to install it on my 8GB USB drive. It first formats the drive then shows an error. I’m quite confused. Any assistance would be greatly appreciated. If you need more details, feel free to ask.

Use the command line interface to remove the partition completely from DISKPART or Disk Management. It’s fine if you’re comfortable with CLI commands—it works similarly to the GUI. After that, set up a new partition and format it using FAT32.

You just formed a FAT32 partition using the USB utilities.
