I've got an RTX 3090 and a Ryzen 9 3900X, but they're not performing well. I've tried many fixes people recommend—like updating drivers, resetting, stopping background apps—but nothing seems to help. I'm really hoping for some advice since I don't think the 3090 should handle games smoothly at 60 FPS without lag lasting more than a few seconds.

I think you're using four sticks for the build. Let's try with only two and observe the results. It won't be great, but it could provide some improvement.
