It has to either be power overload or a short because the psu is force killing the computer. I would guess that the controller is shorting, but i obviously can't be sure. Like someone else said, try different usb ports, Plug in a lot of usb devices that take power and see what happens.
It seems the issue is specific to the controller itself. Changing USB ports doesn't resolve the problem.

Following up on this post years later, I found it again in Google searches, showing up among the top results for my problem. A brand new Xbox controller (Model 1914) connected to a W10 Enterprise machine. No other controllers linked, and aside from a Dymo label printer, nothing unusual was plugged in. As soon as I connected the Xbox controller, a black screen appeared with a fuzzy green bar across the bottom third of the monitor. It looked like the "Xbox Game Bar" feature was triggered—since the Xbox brand is green, it should be a bar. I suspected FortiClient from Fortinet might be the cause. Installing the FortiDeviceGuard USB driver didn’t help, but removing it entirely resolved the issue. If you encounter this and don’t have FortiClient installed, check Event Viewer → Windows Logs → System for details. Record the exact time, force a crash by plugging in/unplugging the controller, then booting back up. Open Event Viewer, scroll down to logs from that moment, and look for gaps—like a delay between entries indicating driver errors. This should point you toward the right fix.
