X570 connection to the CPU uses PCIe 4.0 which results in greater power consumption. The B550 chipset connects via PCIe 3.0 offering reduced power usage. You’ve never noticed your X570 fan before.

Only a few PCIe lanes pass through the chipset, not all I/O connections. There are more than enough ports for keyboards, mice, SATA and similar devices combined. The B450 uses only PCIe 3.0, while the X570 supports PCIe 4.0, and the B550 has PCIe 4.0 from the CPU but still uses PCIe 3.0 via the chipset.
It seems the connection between the chipset and CPU is around version 3.0. I’m not sure if using four lanes for the chipset would work with a 4.0 CPU, though I might be mistaken about that.
On b550 the connection to the chipset is 3.0. On x570 it's 4.0, but any data passing through the chipset shares those four lanes with other components on the board. This means that NVMe or M.2 devices that go through the chipset will experience some performance reduction due to the traffic from other data moving over the same link. It’s useful to identify which ports or slots connect to the chipset versus those that go straight to the CPU.
The X570 features a 15-watt power supply, unlike the X470 and previous models which had just 5 watts. This higher output requires a fan.
