They're just trying to steer clear of misunderstandings about a product's capabilities on hardware that can't handle the game at those settings. I think you're right about developers not wanting to release it for consoles just to make a demo. It's clear they're focused on getting the product onto popular platforms like PC, Xbox, or PS4. I'm definitely getting it on PC and looking forward to playing it next month for the story and good gameplay.
