Make sure you have a backup of any crucial data and completely erase and reinstall Windows. With such limited details, this is the most effective choice.

I have my 11 canary Insider also unable to update almost anything for longer than year, just installing latest canary builds via uupdump. Works somewhat well, but no downgrade option. Canary is the mark of death. I wish I knew it before I switched to it. I hope Windows 12 at least allows upgrading to it. Spoiler
