I possess a 256 gigabyte M.2 SSD and a 500 gigabyte 5400 rpm hard drive. Both support installing games from Steam. However, the Windows Store and Xbox aren't recognizing the hard drive. Changing the installation path for new apps only displays the SSD. Removing the MS Store didn't help. The HDD is listed as 100% free in Disk Management despite having files and being usable. I've been looking for a solution since yesterday; any assistance would be greatly appreciated.

You're experiencing the same problems with the Xbox app failing to install games. The issue seems to be that it doesn't detect any external drives, and attempts like running wsreset.exe haven't resolved it. You've already performed a reset for the app and reinstalled it.
