The Windows disk partition seems to be acting foolishly.

I don't understand why Windows is behaving this way. I'm attempting to expand a partition, but it won't let me. It's strange since I was able to do this before with other partitions.

It could relate to your EFI being the primary partition. I might be mistaken. Could be just a guess.
