Search for clues in the CBS.log located at C:\Windows\Logs\CBS. Rename the current file to CBS.old.log, then proceed with the Windows update process. A revised CBS.log should appear afterward, possibly containing hints about the issue.

You’ve noticed only the error message. Did you verify the directory at C:\windows\CbsTemp? On your system this folder appears to be empty. Permissions indicate that both SYSTEM and Administrators have complete access.

It appears the file is identical on your device and your screen except for certain access settings. The folder contains just one subfolder, which leads to an empty directory: C:\Windows\CbsTemp\31003746_1407489532\Windows10.0-KB5021233-x64.cab

Run "chkdsk c:" in the command line to assess your disk health. Make sure you're only modifying the folder, not the directory itself. Does the folder c:\windows\CbsTemp remain intact?
