No, Microsoft did not mention forcing operators to expedite updates or prevent clients from using newer versions.

I don't recall the exact plans Microsoft had. It seems they aimed to promote direct updates, while also eliminating carrier-branded gadgets to remove any intermediary control. From what I understand, updates for my Lumia 521 and 925 lagged behind AT&T models, and T-Mobile appears to be the source of the issue.
