Hi, your color theme is reverting back to red even after a fresh PC setup. The account sync was disabled but still causing the issue. Someone can assist you with this. Thanks!

Do you have multiple computers linked to your Microsoft account? If yes, the configuration might be conflicting and overwriting changes. You can turn it off.

Hello, I discovered it was the Wallpaper Engine Adjust Windows Color setting. I disabled it and the issue resolved. Appreciate your assistance!
