I tried to move my window between monitors, but it keeps trying to maximize instead of switching. The setup looks correct, so I'm looking for a solution.

You need to move it swiftly. If you drag too slowly, it assumes you want it to remain there and attempt to capture it. Speed up the movement and it will appear to depart.

I'm still on 7, which means the settings differ from 10. In 7 there are specific configurations that manage the use of additional displays, potentially influencing how you drag between them.

Disable sticky areas. You must work from the top section of the screen where the two parts meet. Otherwise, you're aiming at the edge where nothing exists on the other side.
