You're facing an issue with the pre-Anniversary version of Windows 10. It seems the update process is getting stuck after installing the 15% update, and the installation isn't proceeding smoothly. Consider checking if there are any pending updates or trying a different method to apply the update. If problems persist, contacting Microsoft support for further assistance might be helpful.

I waited a considerable amount of time. Have you attempted to retrieve an ISO and refresh it?

They usually work for a short period, sometimes just a few hours. I didn’t test it with ISO settings, and it wasn’t available on the MS site.

The site will identify your operating system and display a "Update Now" option. Alternatively, you can go straight to the download using the Update Assistant at the provided link.

This was the method I attempted to use for updating the Creators update, but it didn't work.

Start by acquiring the Media Creator tool from Microsoft. Next, obtain Rufus. When using Rufus, choose a USB drive, configure it as ISO mode, and then select the ISO file. It will write the data onto the USB, after which you should boot from the USB in the BIOS (find instructions online). The installer will launch; choose the upgrade option when prompted. Alternatively, visit your Windows 10 settings and look for available updates. Have you postponed feature updates?

Occasionally problems arise. I rely on Windows Update Fix for my clients experiencing issues: https://support.microsoft.com/en-us/inst...bleshooter
