I adjusted the voltage to 1.34, but when I connected HWMONITOR it showed a maximum of 1.41 on the CORE VID and VCORE at 0.67. Which value is correct and how should I fix it? Also, could you give some tips for optimizing my computer's performance? I’m aware that each CPU behaves differently when overclocking, but I just need advice on which BIOS settings to adjust for better results.

I'll have someone address your overclock concern. My view is you probably don't need to overclock. Your standard 8700K might already be at full capacity for your GTX1060. Try installing MSI Afterburner, monitor CPU and GPU usage to verify.
