Occasionally a machine can detect the USB device first along with the Windows installation file to start the setup. Otherwise, you’d need to adjust the boot sequence in the BIOS. Can you access the BIOS settings?

Turn off the computer immediately after powering it up. Then rapidly type the DELETE key five times per second to see if any adjustments occur.
