I don't believe the PSU is the issue since it should back that hardware (though the 2070 suggests a 550w). Maybe wait for more driver or game updates (currently at 1600x900btw). If overclocking removed the GPU clock problems, that could help. If not, I'd request an RMA—unless someone smarter here can assist. There are plenty of knowledgeable people here.

I'm planning to revert my drivers. It's not the card issue. My 1060 did the same. Probably it's related to power, CPU, or FFS RAM. I don't know anything else.

Increase your screen resolution to the next step up (ex. 1080p to 1440p) and see what that does. If there is no difference in frames it would be a CPU bottleneck (likely a bug in a new EA game, that CPU is plenty fast) if you take a big performance hit that means your GPU isn't working properly (potentially fixed in a driver update).

EA games tend to have problems right from the start, but I think this will get fixed over time. Look at this Reddit thread and notice what others are experiencing. Warning, most folks run into similar issues too!
