I recently faced an unusual problem with my PC. During certain games, the GPU operates at minimal activity, sometimes entering idle mode and drastically reducing its clock rates, which in turn lowers my frame rate. I've been playing Anthem for a week now. This game doesn't trigger idle issues, but it causes the GPU to run at very low usage in larger areas, resulting in poor performance. In smaller spaces or confined areas, it quickly reaches over 90% utilization and delivers a smooth frame rate. The CPU usage remains consistent at around 40%, so I can't attribute this to a bottleneck. This behavior also occurs in other games, such as Borderlands 2. It seems my hardware isn't being constrained by this game. Given its age and ease of operation, it's likely the issue isn't related to the CPU. The problem appears to be tied specifically to the GPU's performance in certain environments.
Activate Power Settings to Performance in Windows
Navigate to NVIDIA panel and disable any power-saving features NVIDIA employs
Ensure no settings are limiting FPS
My CPU is fine; my R7 1700 with a R9 Fury handles Anthem at 2k smoothly. It isn’t a bottleneck

Global is configured to prioritize maximum performance. Windows power is adjusted for high performance.
I ran DDU and reinstalled the drivers once more. When that failed, I cleared my drives and reinstalled Windows. Slight improvement in speed, but the issue remained unchanged.
Both the CPU and GPU have been overclocked. The 500w power supply might be the problem.
If it's not the PSU, then the problem might be with the power supply. However, after reviewing your specs and doing overclocks, I'm considering the power delivery system. I just ran anthem...on my FX r9 fury rig and achieved 120+ FPS, though there are occasional drops to around 90 FPS (for reference). This happened at full settings without using lower anti-aliasing.
