The Index includes cameras but they aren't suitable for tracking. For seated VR you'll need a minimum of one base station, and two for roomscale. First generation stations are usually available at a lower cost. Edit: You may also require two base stations to support the knuckle controllers, though I'm not entirely sure about that.

"Better" refers to the Index leading in image quality, controllers, framerate, and other aspects. Personally, I consider the Quest superior to a Rift S since it allows standalone use, letting me stream YouTube, watch videos in bed, play simple games on the go without a PC, and also run AAA games on a PC both wired and wirelessly. However, this preference might not be important to others.
I meant better in terms of usability and performance for the same price or less. The quest seems pretty nice since it can be used standalone as well so I might go with that. My only worry with it and the Rift S is that you can't adjust the lenses. Though, that might not be necessary, I'm not sure. Is there some kind of software solution out there that could help with that?
