You have a -100mV undervolt with P cores at 5.5, but HWiNFO never shows above 5.0 during load. Thermal readings stay stable, maxing around 85. IA-CEP was turned off to avoid voltage limits, yet it still reports 5.5 only when idle. Possible fixes: check power supply stability, verify thermal sensor calibration, or ensure proper cooling.

You should check the maximum power rating you're using. It might be too low, or a specific area is overheating and limiting performance.

If you don't understand HWiNFO's feedback, try using ThrottleStop 9.6. Capture a screenshot of ThrottleStop with its Limit Reasons window active. This should reveal the cause of your CPU not operating at maximum speed. Also save images of the FIVR and TPL interfaces.

TDP is configured to the standard value, which is 253 watts. However, due to my low voltage setting, it's seldom reached.

The essential part of the Core column activates the important indicators. When something turns red in CORE, RING will also show red automatically. You can disregard the RING section if you want to use the newest BIOS with Intel's recent update. This change lowers the maximum voltage and causes VMAX throttling, which safeguards Intel CPUs but cuts performance. Stick with an older BIOS version to bypass this issue. Please share screenshots of the FIVR and TPL windows so I can review your settings. Edit – The VID voltage seems to be the cause of VMAX throttling. Your ThrottleStop image indicates the VID is just 1.3585V. The latest BIOS is quite harsh.

On Cinebencz I'm seeing 28500, which is typical for a 13700k chip. Thanks for your assistance—I wouldn't have noticed the video was the issue.
