I received a fresh motherboard and my PC is missing its case, resting inside an anti-static bag. The USB ports aren't functioning, the keyboard and mouse aren't responding, and the monitor displays "no signal." All lights are on and the fans are running.

Everything is lighting up and the fans spin, yet my USB ports are working after charging my vape, but my keyboard or mouse still don’t light up. The monitor shows a no signal display—can you assist me?

red dragon 850 watt power supply and yes, the gpu cable is connected to the gpu, not the motherboard

Yes and no, it was just then my dog spilled a little water on it. My PC didn’t power on, so I replaced the motherboard, thinking that was the issue. Now it starts but there’s no display signal. It could be the RAM, the GPU is damaged, or I might try a DP cable later. If neither works, I’m assuming water got into my GPU and ruined it.

Verify your motherboard schematics to confirm USB socket connections are correct. This should resolve the issue.
Input your BIOS settings and review graphics configurations. Your machine might be using integrated graphics with GPU disabled.
If the problem persists, restart with integrated graphics enabled, then access Device Manager and check for GPU activity. If no power or PCI socket status appears, there may be an error code present.

I don’t have built-in graphics support either. If there’s no screen available, you may need to access the BIOS through alternative methods.
