After a week of clean booting, the issue has ceased. I tried my best to recreate it, but it appears resolved. Running in clean mode helped, though it might take some time to pinpoint the exact cause. I won’t bother reporting this now. It could be rainmeter or the wallpaper engine—both have been around since the beginning. The other startup programs like game launchers, Intel, Nvidia, Adobe, and SAS seem less probable, but who knows.

I’m relieved it’s fixed. Thanks for your assistance and advice!
