If your unit is non-modular, it falls under Tier B; if modular, Tier B+.
"Pretty good" corresponds to Tier A+, which your PSU does not meet.
As mentioned by helper800, a PSU tester only checks if the unit powers on—no further testing is done.
It’s similar to assuming a car works perfectly after starting it without a proper test drive.
Simply powering on the PSU without applying any load doesn’t confirm its functionality.
I know what was suggested, so I removed the GPU. Performance stayed the same.

MoBo seems like the prime suspect because among the four components (CPU, MoBo, RAM, and PSU), MoBo would be the first to fail if the PSU is problematic. Then the GPU would follow. CPU and RAM are more reliable but still not foolproof.
Right now, it's hard to pinpoint the exact reason for the hardware failure.
When you installed the new CPU-MoBo setup, did you attempt to power it on using the old PSU first? And after it didn't work, did you replace the PSU with a new one?
Or did you only use a new PSU with the new CPU-MoBo combination?
