I recently upgraded my grandpa's laptop with an Intel Celeron N3350, 1TB HDD, Intel HD graphics, and upgraded RAM to 8GB DDR3L on a 120GB SSD. It was a fresh Windows 10 64-bit install. He used to play games on Facebook and explore Google Earth, but it used to boot slowly. After the upgrade, Google Earth ran smoothly, though Windows still lagged a bit. I ran an HD tune test and everything passed, but Windows performance remains inconsistent. What could be causing this issue?

It seems the new driver might be the cause. Have you checked for a Windows update yet? Also, consider installing the latest Intel HD graphics driver by hand.

Which SSD are you using? Did you verify that the graphics driver is installed properly and up to date? Are all hardware components listed accurately, with the corresponding drivers applied? Was the system already using Windows 10 before the upgrade?
