most people are aware that the 9950x3d will get a better scheduler, but from what I understand, these upgrades are mostly software-based. Will these enhancements also help older dual CCD CPUs if the BIOS and chipset drivers are updated? Also, would you like someone to share some insights on this?

Because it remains a split x3d chip. That’s why certain Linux distributions often perform better with the x3d split because they have a superior task scheduler.
