It isn't coming from the power source, nor from the fans; the graphics card is off due to being under 56 degrees. All that's left are the pump and the motherboard.

When did you start hearing the noise? Was your computer ready-made or did you put it together yourself?

The parts were chosen by me and put together in a computer shop.
The setup was completed without a video card or power supply.
This sound has been present for some time.
Additionally, there is a faint whistling or squealing noise.
Once the cooling system was turned off for a short while, the noise persisted.
ASUS acknowledged that it might be related to a VRM coil, as the 4070 video card produced an unsightly coil and noise.

Adjust your monitor or Windows refresh rate settings and observe any changes in sound. My GPU experiences coil whine in most games, but it can be reduced by enabling vertical sync and setting the refresh rate to 59/60Hz while capping FPS at 60. The difference between 60 and 144 seems minimal. UPD. From what I hear in videos, it might be fans or vibrations, though I’m not sure if it’s related to water cooling. It could also be connected to the fans themselves if they’re functioning properly.

I purchased a 4070 OC version last week and it had a bad coil.
I turned off the cooling for just a second, took out the video card, and connected the HDMI cable to the GPU, but there was still a faint hiss.
By the way, this is idle mode—I'm not doing anything right now.

By sound, are you referring to squeal or clicking noises? And was all the cooling turned off at once? A soft hiss might be heard, because electricity is passing through the PC, particularly with an SSD, which isn't completely silent as some believe.

990 pro 1 tb every part comes with a warranty, excluding the video card—it's the most outdated model. Well... It's similar to the sound of a fan rotor rattling and a faint whistling noise.

I have the same SSD, it produces louder noise than just a soft whistle. You can look up videos on YouTube to see how it sounds. The rattling seems similar to a fan, so you might try turning off each fan individually and checking if the noise disappears.

You understand what's problematic in this case.
I'm not a service professional, so I don't have spare parts to test or diagnose the issue.
The store claimed there were no problems, but I think this video shows there really is something wrong.
He suggested bringing the component that concerns you, and we'll handle it under warranty, but I admit I'm not sure which one it is.

You might attempt to create a tube from A4 paper and examine it carefully for each fan, which could assist in pinpointing the issue. Was the rattling noise heard after you powered down the cooling system? And which component was turned off—CPU, GPU, or case?
