Yes, my power plan is set to high. That's a good idea. I've tried changing the driver version... 20.19.15.5171 (dated 2020, so it's the newest) or 20.19.15.4549 (dated 2016). But when I click "Update driver," sometimes v5171 actually updates to this one. There was also 15.40.48.5171 (dated 2021, but per Intel rules, it's the same as the first one) and 15.40.38.4963 (dated 2018). That last one is a Microsoft Basic Display Adapter, not an Intel one. It doesn't have a date or version number. So yeah, Win 10 was the last official OS for this feature. But as I said before, transparency effects work exactly the same way on both Win 10 and Win 11.
