Open mouse settings in Windows > Additional Mouse Settings > Hardware. Check for the trackpad if it appears; if not, apply these steps to all devices. Pick the device, go to Properties, modify settings, and adjust Power Management. Ensure "allow the computer to turn off this device" is disabled. You may also enable "allow this device to wake the computer."

In the first image I believe is the Dell touchpad driver where I didn’t locate a power management option. The second picture showing the external mouse has the power management setting, but I can’t find a way to enable it since it’s disabled by default. Is there another method I should try to fix this?

It's unusual to see Microsoft listed instead of Dell for the drivers. Are you certain you obtained the Dell Touchpad Driver from the provided link?
