I was cleaning my CPU and touched some thermal paste under the heat sink because I’m not great at this. (You can’t see it in this photo) I worry it might have touched the IHS, could that raise the temperatures? Or is everything okay? Thanks.

Since it's a non-conductive paste, it's fine. Keep it as it is—attempting to remove it may cause more harm than help.

You can find it there, I’ve packed TIM into every little space. I’ve only done roughly a hundred mounts so far. My CPU was installed just once, and I have a frame but didn’t bother setting it up. Personally, I’ll need a Q-tip and some toothpicks, hehe.
