I’d wager on PSU, a GTX 970 works best with a 500-watt unit. Could be a shot—I heard someone on Reddit suggest turning off C-states and enabling power loading, which worked for some users.
psu is working well for me. My friend checked it using a load generator and it passed all tests. I’d like to try C State and power settings next.

Update quickly, the issue isn't resolved but I found something new. A hardware error in Event Viewer has been detected. The problem involves a PCI Express Root Port Error with advanced reporting. It looks like the system is trying to communicate with device
