It might indicate a dead CPU if you tested it on both motherboards and there were no signs of activity.

You can achieve significantly higher GHz on AMD FX CPUs. Although they use AM3 sockets, this is the only recommendation someone would give you to try FX.

Turn off all devices you don’t need to produce any output from the BIOS. That being said, stay prepared for the possibility you’ve acquired someone else’s electronic waste.

It simply indicates current is passing through the component, not implying any action. Find the most affordable CPU that matches your motherboard specs so you can evaluate it. How much time and effort are you prepared to invest in parts that have been around for over 15 years?
