What I understand by post is the state after something has been processed or displayed. The computer starts fans, everything appears fine, yet the monitor fails to activate.

Have you attempted to restart on a different display or adjusted the cable connections?

Disconnect all peripherals and attempt again; if that fails, I'm sorry but I can't determine the issue.

Considering the system's age, it might be pointless trying. Remove the GPU and rely on the integrated graphics. Is there any sign of activity at all?

I removed the GPU, but the problem persists and the PSU fans are spinning despite being on.

I believe so, I'm still in the same case. Just need to click the turn on button three times or more for it to fully activate.
