Currently, I don’t have internet access except through my phone service. I’m attempting to play a Steam game that’s offline, but I keep getting an error about failing to connect to the server key.

It varies by game, and I think the issue in offline mode comes from the developer or publisher's choice. Still, it often looks quite unpredictable...for instance, Crysis 1 doesn't function offline, while Crysis 2 does.

If the game needs third-party DRM and must check it first, you'll be blocked from playing. This seems more about the actual problem than Steam itself—consider trying a different title, preferably from another developer.

DRM is a waste of effort. If you broke the game, you shouldn’t face these issues (#logic). Why do only paying players experience this frustration when it should be the other way around?

Usually it gives you a 14-day window to start playing Steam games without an internet connection. This feature applies only after you've just installed the game.

Attribution is the issue. Certain titles on Steam avoid its protection system, while others include it. Test all your games in offline mode to see what functions. Alternatively, consider purchasing from GOG.
