I switch my boot setting to USB using the Windows 8.1 ISO and it keeps asking for an operating system. I need to disconnect any drives without one and try restarting with Ctrl+Alt+Del.

I accessed the link you provided and followed your steps with a USB drive. Despite changing the boot settings to USB CD-ROM, the system still displays "An operating system wasn't found." It might help to remove any other drives before trying again. Pressing Ctrl+Alt+Del should restore functionality.

did you copy it or use a tool to put it on the usb. copy pasting the iso won't work

The direct ISO won't function properly. Use a media creation utility to transfer the USB contents and generate a bootable version.
