The UAC prompt indicates the app is restricted by Group Policy or blocked by Microsoft/antivirus entries. Are you connected to a corporate or school network? Did you use a system tweak tool? Have you installed any third-party security software?

Home setup with fresh Windows and Firefox installed. No changes made to the system. Security tools like Windows Defender were turned off but didn’t resolve the issue.

Your account is connected to an email address, or it's a local one? If you're using an email, specify the school email, and the group policies will be used for your account.

Consider changing the name of the setup file and executing it with admin privileges. If this doesn't resolve the issue, run the command in an elevated Command Prompt and navigate to the directory containing the setup files.
