Well, it seems like the router is the main focus here. Those two computers are likely connected, but other network devices could be affecting performance. I’ve seen the router slow down when wireless gadgets are nearby.

My phone is linked and the TV is present, yet neither is active right now. I’m unsure how this might impact them, but I’ll test without connecting them.

I don't know much about routers, but this one has been my go-to for years. I'm not very familiar with networking stuff, so I'm really struggling with it right now. Looking at the link, it seems to be a product from Actiontec. Maybe something better will come along later tonight...

Consider connecting the Ethernet cable directly to the laptop and desktop ports. If the speed remains below 3-4MB/s during streaming, the issue likely lies with the router rather than the device. Should your router be the problem, you have two options: purchase a new router or consider using a switch yourself.
